Alexander Kozlov was born on December 29, 1952 in Novomoskovsk, Tula Oblast.

Education

Alexander Kozlov graduated from Moscow State Institute for International Relations under the USSR Foreign Affairs Ministry majoring in International Economic Relations, and from the State Procurement Institute at the Higher School of Economics (State University).
